GA-MA78G-DS3HP gigabyte MB issue with Phenom II x4 955

So I recently put in a new Phenom II 955 x4 BE in my friend's computer. The issue arises with his Gigabyte motherboard (GA-MA78G-DS3HP) not allowing the cpu to run at it's base speed of 3.2 GHz. What happens is that when the computer is turned on, it automatically sets the cpu multiplier at x8, when it should be running at x16.

When I try to manually set the multiplier to x16 and reboot, the display will not function, although the computer itself turns on.
I then clear CMOS and the display functions fine. I have tried adjusting the voltage when changing the multiplier as well, but that doesn't seem to be helping.

The motherboard sets the voltage at 0.975, which I have tried bringing up to around 1.25-1.30. Is this just too low of a voltage to be running the Phenom at?

I know that AMD procs are supposed to be safe to run up to 1.5 V, but was worried about setting the voltage up that high just to get it to run at the base speed.

I have disabled the Cool n' Quiet feature. Updated BIOS to latest version (F5E) with AM3 support. Running Windows 7 64-bit with 8 Gb Patriot DDR2-1066, Radeon 5870, CORSAIR CMPSU-650TX 650W ATX12V / EPS12V, and Seagate Barracuda 7200.10 ST3250410AS 250GB.

Just at a loss as to why this is acting up.
