Can i remove MRT.exe

G'day - I have a partitioned drive (C:, D and all of my programs reside in drive c: which is filling up rapidly but I have heaps of space (75Gb) on D:.

I notice that some new files are appearing in my D: drive. For instance MRT.exe. Is this file necessary?

My Laptop seems to have slowed down since this appeared.
