Yes it is sufficient enough to run those games on high even.......
Do you have the latest drivers and at least DX10? Those games will look great and the FPS will be sufficient as they are not resource munchers......... however if you are planning on playing games like Crysis, GTA 4, FC2, Resident Evil5 or FSX that card will start to stutter at higher resolutions and high settings.....
are u buying this computer from someone or do you already own this computer?
You should be able to play the games you mentioned on a medium settings, depending on what resolution you are playing on (you should be fine at 1280x1024)
I'm planning on updating my graphics card only actually.
But I'm not really a hardcore PC gamer, so I won't mind playing on Medium, as long as it won't lag.
EDIT: Forgot to ask, but are my motherboard and CPU bottlenecking the graphics card?

You haven't told us the motherboard. Or the amount of RAM. From what you've posted so far though it look sufficient.

Sorry don't have a wide screen so I really couldn't test. On your setup it should run fine as the 9800GT is a bit faster than the 3870.
400W should be enough i think. My previous system was quite like this one and i had no issues. But make sure to buy quality PSU. Don't go for cheap stuff.
