Power Surge on Hub Port???

I am using a NexStar SX External Hard Drive device. I believe I have
inadvertently may have disabled my USB Ports.
Can you show me a way to re-enable them?

How would you have disabled them? What error do you get?

I got a "power exceeded limit" when I plug them in.
When I got it the first time, I didn't follow the prompt
to "reset" and just closed the small window that popped
up when I hit the error message.

Is that external drive case still plugged in? If so, then unplug it and figure out why it is drawing too much power.
