When you turn off system restore it tells you all restore points will be erased, but it should not touch any installed programs unless you also ran system restore and went back to a time before it was installed.

Just re-install Firefox again, nothing will block it from being installed again.

You cannot restore your restore points.
You may be accidentally uninstalled the Firefox because deletion of restore point doesn't deletes any software like Firefox.
