Question about IP adress

What is an IP adress?
Is it related to the internet account one uses or to the computer connected
to the internet?
If a message is posted to a newsgroup or forum from two different computers
at the same location and using the same internet account will each message
have a different IP number?
The reason I am asking is because my daughter was posting to a forum and
they checked her IP then accused her of being another individual who had
been banned for posting insulting messages, but she says that she had not
posted to that forum before.
She did buy her laptop from another kid at her school recently.
I am just trying to get to the bottom of this to see if she has been up to
something nasty or whether there can be a mixup when forums check IP
identities.
Her forum is not like these unmoderated usenet newsgroups but rather a forum
where you first register and get a password and then log in whenever you
visit the site.

It has nothing to do with the PC. if you have a dialup connection, you will
get a different IP everytime you dialup. if you have a DSL connection, you
might have a dynamic IP that changes every few hours to every few days. If
you have a static Ip (DSL or cable) then the IP never changes.

If more than 1 PC is posting from the same site and through the same
internet connection, both machines will display the same IP.

Thanks for your quick reply.
We have a broadband through an NTL cable modem built into out cable tv set
top box and a wire going to my ethernet card in my computer. My desktop is
normally connected to it. When my daughter wants to use her laptop, she
takes the connector coming from the cable modem to my desktop and plugs it
into her laptop but we have to reboot the broadband connection to get it to
recognize the laptop and then do it again when I replug my desktop to the
cable modem.
If the forum that did the IP check on her says that the earlier messages
came from the same person, would you tend to conclude that they are correct
(and my kid may be up to something I don't like) or that there could be a
mistake.
I am very worried about kids getting involved in some of these forums in a
bad way.

If your cable IP is static then your kid is probably up to something. If it
is dynamic, it could be anyone in your local area. You will have to check
with your ISP. Just ask their support team if you have a dynamic or a static
IP.

Dynamic means it could be anyone. Static means get ready to belt your
daughter's arse.

It is the address of your computer. Just like your house has an address,
your computer has one as well, to let other computers know where you are.

Both. Different ISP's use different ranges of numbers for the ip addresses
and it depends on the type on connection and if networks are involved.

Depends on what kind of connection your using(dial-up, broadband, etc), if
your sharing the connection, if one is connecting then the other.

If your on dial-up then your ip address changes everytime you connect to the
internet. So if someone was banned once you could very well get their ip the
next time you connected.

Doesn't matter if she bought that computer, the ip address comes from
connectiing to the internet. It doesn't stay with the computer.

An IP address is simply number, up to 12 digits assigned to one that logs
onto the net, which identifies that person. it is used as to make connection
to others sites, and doing whatever transfers happen between the two. Having
that number, allows the 2nd party site to keep with the first party, with
that identifier. If (and I assume this since you mention Laptop) that it is
a dial-up modem, the number is dynamic, as it changes every time one logs on
and off the net (IOWs, totally disconnects from the internet). Most
broadband connections are (typically) connected all the time, have static
IPs, they remain the same, unless the ISP changes it from time to time, or
one changes their network card, or registers another cable modem.

To avoid this, and to make yourself safer, get one of the Cable/DSL
routers which are commonly available from Linksys, D-Link, etc:

The broadband connection plugs into one side of this; the computer(s)
plug into the other. It offers hardware firewalling, and you can run
more than one computer on one (external) IP address.

If Luis' cable IP is static, then the IP for him and his daughter should
always be the same, as Luis states that both he and his daughter are using
the common connector coming from the output side of the cable modem.

Luis, what have *you* been up to when your daughter hasn't been looking??

It may also be a case of anyone from the same ISP being "banned" (and not
very well by the sounds, since you say she posted), they then see the ISP
is the same as the banned user, or they routinely resolve IP to get a alpha
numeric, and have banned a portion of your resolved address... ie.. your
service provider...

your ISP's DHCP server provides one.
