How to restrict users for accessing the windows server 2003

My organization is having windows 2003 server. The users are accessing the server without the permissions of users and password of the server.

Whenever user wants to connect to a server a pop block up should appear of username and password. So please help me in this regard.
 
Setup proper user accounts. It's the first thing you do when setting up a server. By default you need to have certain rights to logon to the server, someone must have opened that up to all users manually.

If regular users can just get to the server without a password whoever set it up needs to go to some IT training.

Lots of info and books on the topic, you are likely to need a lot more help than just what you are asking as security access is pretty much the most basic thing you can configure on a server. If that was not done right, you may as well unplug it till you can get someone that knows how to configure a server.
