If it plugs into the motherboard you could buy a cheap fan controller like this: ZALMAN FAN MATE 2 Fan Controller - Retail $4.99 If it plugs directly into the PSU, this controller should work: APEVIA FC-01 Multi Fan Speed Controller - Retail $7.00 You could try to find a GPU cooler that works with your GPU for around $15, but it might be hard.
