Dell 2350 dimension desktop video problem

The kids pulled the video cord and it pulled the socket off the motherboard. I cut all the pins off that were sticking up on the 15 pin conector so they won't short out and put a new video pci board(Radeon 9250) but now when I turn pc it doesn't automaticely recognize the new card and I have no video at all so I can't tell whats going on. anyone have any Ideas? I've check out the new card in another pc and it recognized it find.
