Prime95 does not take CPU up too 100% load in small FFT Test

The title says it all actually. I did an overclock and want to test if it's stable. When I run Prime95 and choose the Small FFT torture test and start it, I also open RealTemp. My temps are fine at idle, about 35C, but the problem is that the test doesn't take it up to 100%. When I look in RealTemp, it says CPU Load: 14.7%. But when I look in Task Manager it does say 100% CPU usage.
So which one is right? Is it supposed to show 14.7% in RealTemp? If not, what could be the cause?
