Making hard drive visible on pc

Hello,
I'm having difficulty viewing the Seagate Hardrive on my PC, dont know the model name but heres a serial no i've found on the back, '250 GB P/N.9NN2AG-500'
The `hard drive is visible on a mac, and my sisters PC but not mine.
It has media/video files that i wish to view and edit. Pls help.

is your BIOS recognizing the drive?

can you see it in the Disk Manager?
