Hi, i have a blue star 650 watt power supply, is this enough for a xfx radeon 4870?

It's plenty, as long as your maximum output is close to it's advertised wattage. I run mine (XFX 1GB) on a Cooler Master 600watt, no problems at all, and I also run it with a AMD Phenom II, which can be rather power hungry. You'll be fine I'm sure.

Personally, I don't know much about that brand. I would imagine even if it dipped down to 550watts, it would still power the 4870. What are your system specs by the way? And also make sure your PSU has two 6 pin pci-e connectors. The 4870 requires those, although it comes with two adapters from 4 pin to 6 pin.

my specs:
amd phenom x4 black edition 2.6 Ghz
hd 500 gb
4gb ram
windows vista ultimate

I want to use 1 of the adapters from 4 pin to 6 pin, the psu only have one 6 pin pci-e connector.

You can see the amps on 12 v rail (Written on the PSU sticker).

Post it here and get your answer.

That would be enough.
Your PSU can handle that card fine.

The next time you buy a PSU , get a good brand PSU for sure.
Even a Corsair 400W has 30 amps.

I dont have much money to spend. It has only 19 amps on each 12V rail but 600W advertised so Im not sure how it will power the video card.

Your power supply will be fine. Rosewill is a risky brand in my opinion anyway.

I run my 4870 oc'd on a OCZ 550. No problem.

550w is plenty for a 4870(Even oc'ed).

And OCZ is much much better brand than Rosewill or some others............
