I havent heard exactly about this but i think it should be something to allow you managing the CPU temperature

It means that if the CPU gets too hot it will reduce it's clock frequency in order to reduce it's overall power dissipation. If the temperature passes an extreme threshold, the CPU will shut down altogether in order to prevent damage.
