Best non Windows OS for cloning or partitioning

Hi everyone,

What is the most useful small bootable "OS" that folks use to boot up to, outside of windows, to clone data from one HDD to another, or partition or format a drive?

I still have a copy of MS-DOS in the toolkit, but there must be better more flexible applets now, possibly linux or other versions.

Is there a versatile download that you can burn to a CD, to have at the ready, when you need to look at a HDD from an unbiased viewpoint?
Separate from the Win-RE?

True Image Home will clone as well as backup your files or entire drive and I use Mini-tool Partition Wizard to format and partition These tools can also be set up to boot your PC from a CD/DVD rom outside of windows.
