CPU -
I've got i7 860. And when I open CPU-Z, only, the core speed dropped to 1.2GHz. The multiplier dropped to x9 from x22. Is it normal? And can I make it stay?

RAM -
I bought RAM at 1333MHz. But it shows as 667MHz. Is it normal? And can I change it to 1333MHz?

Graphics Card -
I got a Asus EAH5850 card. The core and the memory of the GPU dropped to core 157MHz and memory 300MHz, which should be core 725MHz memory 1000MHz. Is it normal for energy efficiency? And can I make it stay for a while to validate?

The cpu clocks down when idle. It goes full force as soon as you do anything.
This is to keep the cpu cooler and more energy efficient.

Someone should be able to explain why but your memory is at 1333 even if its showing 667 just like my memory is 800 while showing me 400.

Not sure about the videocard however I have seen it on a computer I built recently with a Radeon 4670.

Ill google the info shortly and edit my post.

This sound pretty accurate of a reason

DDR stands for Dual or Double Data Rate

Bascially, you get two chuks of data per clock cycle becuase you are using DDR. Double 400Mhz clockrate = 800MHz data rate

Still not sure for videocard yet

I'm about 80% positive the 5850 does clock down to reduce power usage.
