If the card gets all the juice it needs performance will be at 100%, if it doesn't your computer may freeze or reboot.
Whether the power supply can handle the load depends on the wattage of the 12V rail, give me the name of the power suplly, your processor and the number of hard drives and DVD drives in your system, then I can tell you more.
