Repair pci slots

I have a dimension 4400 dell and the 4 pci slots do not recognise the cards. the rest of the system is ok. How do I find out if it is hardware or software problem ?

Watch the boot messages. If the BIOS cannot find devices plugged in the PCI slots, the problem is hardware.

And you will need at least a motherboard replacement.
