I want to buy a new computer, but I don't want a noisy graphic card so I'm looking for a good passive cooled graphic card. Until now all I could find was something like 9600Gt (if I remember correctly). I use an 1920x1200 res. monitor, but as an casual gamer I am willing go lower with details as a trade of for silence.

so far i've never found any graphic card powerful than this using passive cooler. anyway 4850 have better performance compared to 9800GT. 4850 is comparable to 9800GTX+ aka GTS250

Ya go with the 4850 it will slightly out-perform the 9800 GT
