I have a i7 920 processor on a ASUS P6T SE board. The board has 6 memory slots. I currently have 3 GB (3 x 1 GB) of ram. The speed is DDR3 1333 (PC3 10666) with a case latency of 7 and a voltage of 1.5v - 1.6v.

G.SKILL 3GB (3 x 1GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Triple Channel Kit Desktop Memory [http://www.newegg.com/Product/Product.aspx?Item=N82E16820231229]

I need to upgrade the ram for 64 bit windows 7. I am planning to buy a 6 GB (3 x 2 GB) upgrade.

What are the specifications I must match or verify when I buy the upgrade?

Brand?
Speed?
Will PC3 10600 work with the existing PC3 10666?
Case latency?
Voltage?

I am NOT going to do any overclocking.

ideally you want to use the exact same ram, do you really need more than six gig?

To your question though.
voltage must match
if cas and speed do not match then all ram will run at the lower setting

I am not to going to game... It is for web development, lot of browsing and multitasking.

Will there be a performance difference between 6 GB and 9 GB?

I was skeptical about 6 GB because the requirement for win7 64 bit was 2 GB and the XP mode required another 1 GB.

I have 3.5gig and the only time it becomes an issue is when i start doing a lot of stuff in photoshop and premier at the same time. I actually had to try and bog it down.

Have you tried running the XP mode?

Unless you are using 64 bit CS4 each program cannot use more than 2 GB of RAM. For web developing, dreamweaver wont appreciate the extra ram, but if you work with flash, fireworks, or photoshop a bunch you might notice a difference, but it likely wont be much.
