I just finished building my new computer and it has characteristically low performance for the parts that are in it:

i7 920 overclocked to 3.5 ghz
6 gb 16000 ddr3 trichannel
80 gb x-25m ssd
750 gb seagate hdd
8800 gts 512mb (g92)
Asus p6t SE
22" Samsung monitor 1680x1050

I benchmarked the system in Company of Heores and received an average of 35.8 fps with every setting on its highest setting. Looking at reviews and benchmarks of the 8800 gts when it came out had it performing at 44 fps in the COH benchmark and that was a year and a half ago!

Can anyone theorize why my system is underperforming?

the 44 fps was higher resolution, and older drivers, the drivers that were out 1.5 years ago, the 8800 gts was leftover from my computer that i replaced, and im waiting out for the new series this fall before i upgrade teh card. But it still not be performing this horribly, i think
 
Try some different drivers, making sure to fully remove the present ones first.

Run GPU-Z and verify that your card is running at the correct speeds.

And finally check to see if you are also getting poor performance in other games.

I ran gpu-z and my card is running at the rated speeds. I did the world in conflict benchmark and got an average fps of 40, which i think is too low of rmy system too. Im using a pc power and cooling 750W silencer psu

Do you have V-Sync with Tripple Buffering enabled? If so and your LCD is a 60hz refresh, then it will drop to around 30fps because it seems as though the max FPS for that card and that game (assuming all settings are the same) is under 60fps.
