Im trying to get a build lined up for late November/early December. I just need an updated system. Currently using an old 478 board and fx5200 card.
The hardest thing the computer will do is gaming with Starcraft 2, Diablo 3, WoW, and Aion. Other than that I just want to be able to stream videos and have a decent workhouse computer for running multiple tabs of firefox, office programs etc.

Is the GTX260 overkill for my needs? Can I get decent frame rates with a lower priced card? The 260 is ~$200 and I'd only downgrade if the price and performance justified it.

You didn't answer the important question which is what resolution you will be using.
You seem to be on a fairly tight budget which means you should be ignoring Nvidia cards unless you want to pay a premium based on brand as they simply aren't the best for the money right now.
On a budget basically if you will be using a resolution below 1920x1080 all you need is an HD4850 but if you want to spend a bit more on something better then get an HD4870 512mb. If your resolution is 1920x1080 get an HD4870 1gb. You could spend some more for an HD4890 but using the money on something like getting a quad core CPU instead of triple would be a better call imo.

For those games GTX260 is more than enough for <=24" LCD. But why do you want to buy old card? Much more powerful Radeon 5000 is about to be released, and lets not forget Starcraft 2 and Diablo 3 will be coded on Radeons and will have DX10.1 or maybe even DX11 features, no point to pick old gen geforce cards.

Sorry to intervene in here but I currently have a gtx 275, does that mean that I wont be able to run Diablo 3 and SC 2 well?

As long as your resolution is 1900x1200 or lower, you'll be fine.

For anyone who hasn't bought a card yet who is looking for that res or lower, I recommend the 4870 right now. (Not including any 5 series cards)

gtx 275 is a powerful card, and will be more than enough for Diablo 3 and SC 2 even at 24" LCD. Maybe you wont experience few special effects, or 8x AA will tank fps, but other than that you'll be fine.

The system will be an AMD PII x3 720, 4gb ddr3, windows 7 PC

After pricing parts I will be building a system at 800-900 with OS

That includes a $200 260gtx so I guess the GPU budget is ~$200

I dont know how the gpu market will change around december with new ati cards being released

Well if you can spare the cash, you can get a gtx 275 if you wana go that route..

My current monitor is at 1680*1050
I'll make a better decision once im closer to buying and see what prices/deals are at
