Im planning on adding a Phenom ii X4 965 into my system, but im not sure if its compatible. So far i found 2 sites where people reported their 790GX 128M and their BE965 did not run properly. They both reported that their BE965 was working at 800MHZ. Can someone help?

Could you provide the links of those sites you've mentioned? AFAIK, 965BE running @ 800mhz is the effect of AMD's Cool n' Quiet technology. If you check it via CPU-z, the settings would be around x4 multiplier and cpu voltage down to ~1.04v. You may either disable it in the bios or set your power options to full performance to avoid it.

Yeah sure and i contacted biostar asking them if it would work and they replied:Sorry no support.

We have other models that can support the PHenom II 965, as this processor requires different design motherboard

I've checked the manufacturers site and 965BE is not included in the cpu support list.

Not sure if the bios update would do the trick. Their site isn't as convenient as Gigabyte site especially when it comes to CPU support with respect to bios version.

It pisses me off because it seems like biostar is tricking me and telling me the board supports 140W AM3 processors when under that there is a fine print saying "Except phenom ii 965's and 955's"

You may either opt to buy a new mobo that really supports the 965 or stick with that mobo and be happy with what it can support right now.
