Min 5.1 sound perfer 7.1
Bluetooth would be nice for wireless keyboard

-CPU/MB/RAM can be most anything you want. Both AMD or Intel will give you want you want in this price. There's a low of EE chips out by both companies to fill your "low power" request as well. If all you want is to play HULU, anything will be fine.
-"Quiet" will be a property of what kind of case you get. Mine is in a Cooler Master Sileo, all fans replaced with 10 dB versions, including the one on a giant aftermarket CPU heatsink. Obviosuly, this isn't an mATX case. So if your concerned about form over function you'll have to look around for something that does the same idea in a smaller box. I know nothing about mATX cases.
-HDs are quite cheap, with 1TB drives around $80 or less. My HTPC uses a 300GB drive for OS, programs and normal storage, with a separate 500GB storage for backups of music and ripped DVDs. Grab whatever you feel is needed to store your media. Storage is cheap, and you can always expand.
-Video card should be an ATI. Mine is an HIS 4670, fanless. My gaming computer uses an NVIDIA card, but ATI provides 7.1 Audio drivers for the HDMI. HDMI channels the sound, so the sound really does go through the video card. It also has Blu-Ray acceleration, though I haven't gotten any use out of the claim. NVIDA doesn't support any HDMI audio drivers as far as I could find, and I looked.
-If you have a Bluetooth keyboard, just grab a USB Bluetooth reciever. My keyboard and mouse are wireless, and I have the receiver plugged in the back of the case.
I am looking to do something similar. A quiet HTPC capable of running HD OTA as well as Hulu/Netflix. Would the parts you suggest be able to do this as well? I already have the tuner card in my current PVR. My budget is a bit more. Probably in the $600-700 range.
This is real quick as I am at work but when you get to the point that you have built your HTPC, and assuming you are using Windows Media Center there is a great little install that will get the Hulu desktop integrated with WMC and will go full screen. If you go with XBMC there are ways to get Hulu and netflix integrated in there also but it will cost $29 for the Playon server. I used an Antec fusion remote case with Gigabyte GA785GMPT and AMD 705e Heka triple core and love it. More later if you wish. My build was around $600 I think.
