and what is a good compatibly cpu that is under $100?

The best you can go to is the p4 650 which can be found for around $40. I see that you're upgrading the gpu, cpu, ram, and os, seems like a waste of money to me. You could probably find a whole computer cheaper on craigslist and be more performance.
