You can't do that. The CPU is a Celeron 900 that runs at 2.2 GHz: http://ark.intel.com/Product.aspx?id=41498. You could check if a faster Intel CPU is supported, but don't forget that you bought that laptop because it was inexpensive, not because it was fast.
Like any pre-built CPU upgrade, you'd have to contact Toshiba to see if their bios will even allow for other intel cpus to be used. Even if the chipset for the mobo says it can use this CPU or that, Toshiba may have locked them out. Contact them and ask if you can get a compatible CPU list for your model.
Laptop CPUs aren't the same as desktop CPUs. And 2.2 ghz is decent for speed on a laptop. Have you had it more than 6mo? Maybe a can of air and cleaning out the dust can help. It doesn't take much, but if the CPU is getting hot, it could be throttling back and running slower than its designed to.
