Depends how they figured the OC capacity, they likely took the percentage they could overclock a card with the reference cooler and stock capacitors, then upgraded the quality of the capacitors and added a better heatsink and found the percentage they could overclock that from stock, then divided the second by the first. It also says 'up to' so they likely took the worst result from the reference cards and compared it to the best result from their modified card.

And that is how you lie with statistics!
