Can adding fans/increasing speed actually be BAD for a computer?

Hello, I am new to these forums and had a couple of questions. Cooler at idle temp. My CPU runs fine at about 32*C. However, my GPU is running a bit hotter idle at about 41*C. As for my cooling I have 3 120mm fans, 1 in the front blowing air into the comp, 1 on the side blowing directly into the processor, and 1 in the back blowing air out. The fans on the side and the back are close together, so I keep the fan blowing air out at about 66% speed, so the fan blowing air next to the processor doesn't have its air get sucked up by the one blowing air out of the computer. Is this correct or could I have it running at 100%?

Also, could I have another fan blowing air up from the bottom of my case or would it get sucked into the processor from the other fan?

And finally, though my processor runs pretty coolly (I think), I would still like to have a better cooling unit than its stock fan. Is there any cheap cpu fan (40$ or less preferably) that could keep my CPU a little cooler under load?
