XP home; at each startup automatically browser launches
into home page. How do I stop this? Is it a registry
setting or a configuration issue of some kind?

See if a shortcut to iexplore.exe is in one of these folders:

C:\Documents and Settings\All Users\Start Menu\Programs\Startup
C:\Documents and Settings\Your Name Here\Start Menu\Programs\Startup

If there is one, delete it.
