Pc having difficulty running Sims 3 without lag

before i begin, sorry if i placed this into the wrong category, i felt like this should fall under multiple categories. :o 

I cannot figure out why my computer is lagging with Sims 3 with the World Adventures expansion installed. I do feel i have more than optimal hardware in order to properly run without issues. Well here's my setup:

OP: Windows Vista 64 bit
2.5 ghz intel core 2 duo quad q8300
4 gigs ddr2 ram
750 hd ( this is a new pc so there is no junk on it )
pny 8800gts 512mb ddr3

I don't know if my argument has any validity to it, but i did a little research and i found that people are saying that their FPS on gaming is increased when using Vista 64- bit.

It should run fine. My old laptop could play it on medium and it only had a 2.2duo and a 8600mGT.

Maybe you should try turning down the graphics? Also update your graphics card drivers.
