Ok, I am building my first gaming PC and I am in the process of looking for some DDR3 memory and plan on doing some slightly extreme overclocking. My question is what is better high timing or low timing?

Slightly extreme OCing? OK. You are looking for higher speeds, expressed in MHz: 1600MHz...2400MHz, and low latencies, usually shown as x-x-x-y; 6-6-6-24 is about the lowest latencies you'll be able to find for DDR3 right now. Also, higher speed RAM will generally have higher latencies than lower speed RAM
