If you are talking about an outside IP address (which I assume you are) yes. DHCP is a pool of addresses that machines will grab while booting up. It is more for internal IP addresses because your address is getting translated every time you leave your network to your external anyways. What is this for? It may help me better understand what you are trying to do.
