You should really be looking into quad cores on that budget unless your programs cannot multi thread. I would personally go with an i7 system. You can get a cheap MB since you don't need advanced video options. Your priorities should be 1. Processor 2. Memory 3. Cooling 4. Hard drives. What sort of recording hardware and software do you plan to use?
 
In that case go with an integrated video chipset and hit a quad? If open to AMD option you could nicely hit a x4 945 95W TDP really like such:
