I bought one ssd and did a fresh install of win 7 and all apps. I want to buy another ssd and set a raid o config. so I get the speed increase. My question though, Do I have to do a fresh install with both ssd's installed and config'd or when I set my raid config to 0 will the ssd's will mirror each other?

Or do I even know what I am talking about?

I want to use both drives to boot and use for loading apps. but have on installed. If installing another one do I have to redo install of windows and such?

Can't say I recommend running SSDs in raid 0 unless you have versions that support TRIM in RAID

Yes you will need to re-partition and format. Raid 0 is stripping not mirroring.
Raid 1 is mirroring which does not provide any performance boost.
And Raid 0 for SSD works just fine with GC, Trim is not that important in Raid 0.
I have been running 2 Corsair F120 In raid 0 for quite some time with no issues or performance loss what so ever.
