Problems using an hdtv with computer

Hey guys, I'm trying to use dual monitors on my pc. One a normal computer monitor, and the other an HDTV with an HDMI connection. The problem is that on the HDTV, my desktop and the interntet windows don't "fit" the screen. The buttons that let you x out, or minimize the window are so high they don't appear on the screen, for instance. I've tried every possible resolution but it will never fit. I've also tried using the NVIDIA control panel to change the scaling, but the option to change the scaling is greyed out on the hdtv. Sorry about the long post, but is there anyway to fix this?
