Who is the manufacturer of your card? (Asus, MSI ect.)

When you say you can't OC with afterburner, are you talking about voltages, or you can't adjust the clock speed either?

if ya read the post...asus.........i can adjust everything...and it shows up on gpuz that its ocd but no improvement in frame rates...temp goes up with raisin the volt so it seems to be doin its job...but the improvement in performance is just not there....

You aren't seeing any improvement at all? GPUz is usually accurate.

What is the clock speed you are setting?

When I first used MSI afterburner, I had problems with the same thing, because a) I had to activate in the settings the option to allow me to play with voltages and stuff and b) after you've set your clocks you need to click on apply, followed by save and choose a profile number to the left of that. Maybe that will help?

Honestly if you can still RMA the card, do that to be safe, once you get the new one if you still have the same problem then its time to scrutinize other things.

Have you checked with nvidia inspector? Does it read the same as well? At this point honestly I'm grasping at straws, though I've read somewhere before that some manufacturers lock the core speed, maybe you shoudl check if your model is one of those??
