My pc say I only have 3.25 GB of ram?

If you are using a 32 bit version of Windows, you are limited to a max of 4 GBs, out of these 4 some are reserved for the memory on your video card as long with other resources of your PC, my guess is you have a video card with 512 MB of memory.

To get full use of your memory, you will need a 64 bit version of Windows.

Then it makes no sense at all, could you please post your full system spec, and also check your video card with CPUZ to see if it is recognized as having 512 MB or 1 GB.
