I am woefully ignorant regarding directx functionality... with that pronouncement made, I will proceed to my question (it will quickly become obvious my pronouncement was unnecessary): :)

I am looking at the SAPPHIRE Vapor-X 100269-2GVXL Radeon HD 4890 2GB 256-bit GDDR5 PCI Express 2.0 x16, but it is set for Directx 10.1. I am curious whether a card set for 10.1 is capable of a firmware upgrade to Directx 11.0 compatibility... I am inclined to believe this is not the case.

Anyways you no can't, you will still be able to play DX11 games, get some of the basic features of it as well but there is no way to get all of it, that is a hardware based thing.

it is not possible to make directx 10.1 hardware to run dx 11 nor to upgrade the hardware to be able to use dx 11. you still be able to play dx 11 games but you will never be able to use dx 11 extra feature over dx 10.1 card.

boxand1 not to worry as said before you will be able to run the applications or games that use DX11. There are so few on the horizon that you will probably buy use and discard the 4890 and move on to a better card before there are any applications or games that you would want to use or have and certainly must have to run.
