Failure of Windows XP to boot up

I am having problems with booting up XP.... the system runs up to "safe mode etc options" and no matter which choice is selected the boot up process begins again and continues to cycle through this procedure.... never starting.... how do I go about diagnosing this no-start? Do others have same problem?

Please list your complete system specs including the power supply ratings and brand; have you changed out the motherboard?

re-install windows, maybe...

u need to start using the setup cdrom and choose repair... might help
