NAS advice

Hello,

I'm looking for a cheap and cheerful NAS - 1 or 2 bay to be installed at home and stream media.

Requirements:
Low power (on 24/7, or close to it)
Low cost
Stream to PS3, preferrably out of the box, but can consider installling new software too (may be building another receiver, but can choose software for that based on what the NAS puts out)
Usually 1 media client at a time, occasionally 2, over gigabit wired network.
Maximum storage expected in the forseeable future: 2 Tb (that would be what, 3000 full-length DVD rips? I doubt I'll approach a third of that with my DVD collection)

Any recommendations (enclosure + disks)?

Secondarily - if a NAS has 2 ethernet ports, can it act as a hub/switch? (one wired gigabit ethernet in my computer room - need to either have the NAS act as a hub and extend the network to my PC, or buy a hub)
