What do you do when only the General and Start Up Tabs are missing on the Task Manager?? I can change views from regular to small footprint- but two tabs have disappeared from the normal view!

Yes- either C/A/D or right click the task bar.

Forgive my confusion. I was looking at Task Manager, when I should have been on MSConfig. There was no problem afterall. My apologies to all.
