specs are
core 2 quad 2.33 ghz
4 gigs ram

i think i have a 300w or 350w not sure. i have a dell studio 540. im looking for the 512 DDR3 card i have a 20 inch flat panel monitor

Yes, you can. Dell PSUs are actually pretty decent, and you can run a 4670 since it has enough amps.

(check your amps on 12v rail and the total watt output for 12v rails)

There are users who are able to run a 9600GT on it without any problems 24/7.

There are even a few who ran a 8800/9800GT on it. (although that is really pushing it and not recommended)

im thinkin newegg.com they have alot of 4670 cards for good prices just have to find out if i can use a visa gift card because my parents wont let me use there credit card. and i cant get one myself

Because most of the price of the card is no longer the memory, most of it is the GPU, cooler, and PCB itself. Many of the DDR3 ones that are more expensive are the 1GB versions vs the 512MB GDDR3 versions. At any resolution below about 1920x1200 512MB is sufficient.
