Hello, Tom's Hardware. I was wondering about the amount of extra fans (not counting the replacement for the stock fan of the CPU) that I would need if I want my E5500 (2.8 GHz) to reach at most 3.2 GHz.

I was also wondering if it was safe to go beyond that mark, which is what a friend suggested me for this cpu.

If you have good airflow through your case, you do not need any extra fans.

What kind of motherboard and what kind of case?

Some of the E5200 series chips can reach past 4 GHz. It just depends on your particular chip. Just keep the core voltage under 1.45 volts and load temps under 70 C.
