Need help on choosing a GPU + PSU!

I am going to buy a system for my parents, mainly for browsing/VOIP, MagicJack and DVD ( HDTV VERY rarely ).
Sometimes running Windows XP in VMWare under Windows Vista/7 ( for peripherals that do not have drivers for Vista/7 yet )

I have decided on the following components:

CPU:

I am confused about which of the following PSU's to get:

1. $65 ( $45 after MIR @ http://www.newegg.com/Product/Product.aspx?Item=N82E16817139003 ) CORSAIR CMPSU-450VX 450W
2. $90 ( $80 after MIR @ http://www.newegg.com/Product/Product.aspx?Item=N82E16817139004 ) CORSAIR CMPSU-550VX 550W

I am, however, clueless about which Graphics Card to get for the system!

I have heard and read that ATI cards usually have issues with crappy drivers and very little support for updated drivers.
NVIDA on the other hand have awesome drivers and they often update them too

.. or ANYTHING else - NO PREFERENCES ON MY PART except in case of known driver issues

Need help on choosing a GPU + PSU!

Would a Nvidia GT2xx be nice?

Or is the linked GeForce 9400 GT 1GB good enough?

I am wondering if the rest of the system would become a bottleneck for the GPU?
