Possibly a dumb question, but can a TV tuner card serve as a video card till my HD-5870 comes in? And if so which TV Tuner card would you recommend? I'd like to see if my PC parts are working (new CPU, MOBO, Ram and etc.) but I have no idea when my backordered HD-5870 card will arrive.
Nope, a tuner card simply has a tuner in it, you need a video card to display stuff on the monitor sorry. What system did you get? You could also get a cheap video card to hold you over until your 5870 arrives, a 4650 should be enough as long as you turn down the settings and resolution when you game. Its also only $35 after rebate

PhysX requires an nVidia card, and physx really wont be worth it once programmers switch their physics calculations over to OpenCL rather than via CUDA as it will provide a far larger support base.
