You dont need a 4850 . Thats a gaming card . Something much lighter is more appropriate
4670 maximum , possibly a low end quaddro
You can get 4670's with passive coolers which [ naturally ] make no noise .
Steer well clear of a seagate 7200.11 . They shipped with firmware faults in some versions , and while this is probably fixed ..... I'd be happy with a 7200.12 or similar WD or Samsung
650 watt is overkill without a gaming gfx card. You could scale that back to 500 - 550 watt
Its a complete waste of money to use a gaming card in a computer that will not be used for games . Its also an ongoing waste of power , and its a noisy option

The high end cards are attractive, but Photoshop does not require much at all from a video card. Any midrange / mid priced card will be perfect. Photoshop benefits most from more processor cores, higher processor clocks, plenty of fast memory, and a fast hard drive.
