Very Strange Problem, Image trembling, Help!!!

Yesterday i purchased Sapphire 4670 512mb GDDR3 New Edition.
But i got some strange problem...
When i turn on my computer and when it comes to Desktop the image starts to tremble something like a Cellphone is nearby....There are little waves all over the screen.
I have to restart the PC to fix the problem...It happened 3 times....
I think it happens when i leave my PC turned off for a longer time

Before that i was using onboard HD3200

The Monitor is LCD 19" Samsung 943NW Wide

What could be the problem????

I had the same thing with my old monitor, but it always went away after a couple of minutes of "warming up."

I replaced my monitor (because of lazy pixels and a scratch) and now there's no trembling anymore, so it's probably a monitor thing.

I wouldn't worry about it too much though.

hmm.Ok..Becuase I've been using my onboard GPU for almost a year and i've never exeperienced something like that...
I'm still thinking could it be something with the electricity...Short circuit i dont know. Because when i touch the PC Case i got electrocuted a little bit...
I'll remove all parts later and isolate every posible cable...
