PC not detecting IDE hard drives

Hello,
My PC is not detecting my one of my two Samsung 80GB hard drives. Sometimes it does detect them and runs Windows as normal, but a lot of the time it doesn't want to work at all. I tried going in to BIOS, but there it shows that only the hard drive without windows 7 on is detected. How can I make it work all the time, in stead of only half the time?

Reseat the cables, if that does not fix things, replace the cables. If that does not fix it, replace the drive.
