Serious Bios Artifacting help!

Sup everybody, I just put together a new machine and upon getting to the bios it begins artifacting like crazy, becomes fuzzy and all kinds of weird colors. I've tried booting up from a Windows 7 RC disc and the artifacts happen during the install. I'm assuming there might be something wrong with the video card? Do I need to flash the bios? This is my first system I have ever built and there is no onboard graphics card so I'm not sure how to test the rest of the system for the root of the problem

Anyway if I can't figure it out I will RMA the graphics card.

gfx cards have a bios too, and that is probably whats DOA

can you try another gfx card ?
Any pci-e card will do

can you try and run the pc using a linux live disk?

Yeah I just threw in my radeon x800 xt from '04. The win7 install is working just fine everything looks good. So is my xfx 4890 just dead or do I need to change something?
