Help with GPU fan!

One of my GPU fans (I have a dual fan gpu) is making a recognizable buzz (similar to a hissing noise) while the PC is on (even in idle).

It's as if the fan's not been oiled or something, and it is really bothering me.

Does anyone know any solutions to fixing such problems?

GPU fans are supposed to be oilless: is sounds that you have a fan that is going eccentric. There are modding kits that can replace your GPU fans, but they generally come as a unit and run from $60 +.

What brand and model of GPU are you experiencing this with: it will help with an answer.

It's a Gigabyte 560 Ti OC. Would you suggest getting new 3rd party GPU fans for this?
