Check modem for packet loss

I am having major problems running programs on the web. Someone suggested I may be experiencing packet loss. Is there a way I can check for this?

To start, you could try something like:

ping -l 1450 -t <name or IP address of a router or host at your ISP>

If that works fine, then try with a different host where you are running programs.
